Human Resource Strategy for Researchers (HRS4R)
Linnaeus University fulfils the EU's quality objectives for researchers. Therefore, we received the EU Commission's HR Excellence in Research award in 2021, as well as an approved evaluation in 2023. The award shows that Linnaeus University provides researchers with good conditions and a good working environment, which, for example, promotes the recruitment of talented international researchers and doctoral students.
What is the Human Resource Strategy for Researchers (HRS4R)?
HRS4R is a strategy for implementing the Charter and Code, in order to be certified with HR Excellence in Research.
In 2005, the European Commission implemented the recommendation "European Charter for Researchers" and "The Code of Conduct for recruitment of Researchers". These two documents aim to establish Europe as a strong research area with support activities, and to strengthen the politics for researchers within Europe. The two documents regulate the relation between researchers, employers and research funders. They also aim to strengthen and clarify the responsibilities and rights of researchers and their employers.
The systematic work on HRS4R is done by integrating 40 principles from the four areas of the European Charter and Code:
• Ethical and professional aspects
• Recruitment and selection
• Working conditions and social security
• Training and development
HRS4R at Linnaeus University
An approved application gives the university the right to use the "HR Excellence in Research" award. This award shows that Linnaeus University meets the quality goals in terms of researchers. The award promotes the recruitment of talented international researchers and doctoral students. The recognition also shows that Linnaeus University provides researchers with good conditions and an inspiring work environment.
The application process for HR Excellence in Research included that Linnaeus University made a self-assessment of its internal work based on established criteria in the document Charter & Code. Areas that were identified in the self-assessment and which will now be in focus are: Career and skills development; Open science; Allocation of research grants and Research communication.

• 2023 - 2026 Implementation of the new action plan
• 2026 Evaluation of the European Commission
• 2026 and onwards, continued development, evaluation of the European Commission every three years
