The Swedish Government instructed Boverket – the Swedish National Board of Housing, Building and Planning – to investigate the state of research and knowledge regarding the carbon footprint of buildings in a lifecycle perspective. The assignment states that Boverket shall "analyse the research and knowledge base in Sweden and other relevant countries in the context, and propose areas which may need to be further clarified or strengthened regarding the climate change effects of buildings in a life cycle perspective, and investigate the need for information, activities and guidelines required for the construction sector and municipal planning."

The Board requested the Sustainable Built Environment Research group (SBER) to document the current state of scientific knowledge on the climate change effects of buildings from a lifecycle perspective.
